Chromium's description
When handling a Trust Tokens protocol operation-executing request, the system was able to execute the request's Trust Tokens operation without sending the request to its destination: for instance, the results could have been present in a local cache (for redemption) or the operation could have been diverted to a local provider (for "platform-provided" issuance).
Chrome shows it as net::ERR_TRUST_TOKEN_OPERATION_SUCCESS_WITHOUT_SENDING_REQUEST, error -507. puppeteer and Playwright report the same name when a page fails to load in Chromium.

When the page itself fails to load with ERR_TRUST_TOKEN_OPERATION_SUCCESS_WITHOUT_SENDING_REQUEST, the API answers 502 with the message The target website could not be loaded (ERR_TRUST_TOKEN_OPERATION_SUCCESS_WITHOUT_SENDING_REQUEST). (target_unreachable). Not billed.
Only the page's own load can fail a render. An image, script or frame of the page that fails with a network error does not: the page is captured as the browser shows it without that resource.
