ERR_FILE_NOT_FOUND in the screenshot API

A file:/// path is not a valid URL to the API: The url field must be a valid URL. in errors.url (a well-formed URL with another scheme, such as ftp://, gets Only http and https URLs are allowed.). To render a local HTML file, send its HTML in the html field of a POST request instead.
Only the page's own load can fail a render. An image, script or frame of the page that fails with a network error does not: the page is captured as the browser shows it without that resource.
