ERR_ACCESS_DENIED
Chromium's description
Permission to access a resource, other than the network, was denied.
Chrome shows it as net::ERR_ACCESS_DENIED, error -10. puppeteer and Playwright report the same name when a page fails to load in Chromium.

When the page itself fails with ERR_ACCESS_DENIED, the API answers 422 with the message URLs targeting private or reserved IP ranges are not allowed. (target_blocked_private_range). Not billed.
Only the page's own load can fail a render. An image, script or frame of the page that fails with a network error does not: the page is captured as the browser shows it without that resource.
